China to Implement Export Licensing for Stainless Steel and Other Steel Products Starting January 1, 2026
On December 9, 2025, the Ministry of Commerce of the People’s Republic of China, in conjunction with the General Administration of Customs, issued Announcement No. 79-2025, announcing that a broad range of steel products—including stainless steel—will be subject to export licensing requirements effective January 1, 2026.
Under this new regulatory measure, exporters must obtain an official export license prior to shipping covered steel products. The policy applies to approximately 300 steel items across multiple categories, such as hot-rolled, cold-rolled, and stainless steel grades widely used in automotive, construction, and industrial applications.
The measure is part of China’s broader effort to strengthen export management and maintain orderly trade. Industry observers note that the licensing requirement may help address global trade concerns related to steel overcapacity and ensure more stable and compliant export practices.
Companies engaged in the international trade of steel products are advised to closely review Announcement No. 79-2025 and prepare for the licensing application process through the Ministry of Commerce’s official export control platform ahead of the January 1, 2026 implementation date.
